CL2 and CL3 have higher specified minimum tensile and yield strength than CL1.
However, Class 3 should not simply be described as “better” than Class 1. The correct WP11 class must follow the applicable piping code, engineering design and project material specification.

Elongation requirements depend on the specimen type and applicable ASTM provisions.
Room-temperature mechanical values should not be used directly as high-temperature allowable stresses. Pressure design must refer to the applicable ASME piping code and allowable-stress tables.
Heat Treatment of WP11 Fittings
WP11 Class 1, Class 2 and Class 3 fittings may be supplied in:

When supplied in the normalized-and-tempered condition, the minimum tempering temperature for WP11 is 620°C / 1150°F.

Standard ASME B16.9 fittings cover NPS 1/2 through NPS 48.
